I just got a text resonse from this number for a kijji add fo my ps3 he kept on assisting I get a paypal account so he can send me money, It didn't feel right so I didn't. I told him he can send me money by western union but he said no only threw paypal I can only assume he would somehow screw me. so I let him go.

I'd rather say you can be the scammer :) WU transfers are usually preferred by scammers because buyers cannot complain if they don't get anything from the seller. Paypal still offers some protection for merchants and buyers as well. Paypal would be my choice too!
