Who called from 2347786

No area code, tried to call but I get the call can not be completed as dialed message 32 Boi?

Received a call from this number at 8 pm EST, no area code appears which is strange.  Did not answer it or call back.  They did not leave a voicemail.

The call came from 234-7786.  Said his name is "Thomas from Windows Computers". With no area code. I got that call within 20 minutes of another strange call from an unknown number, that said they were "Mike Smith, Supervisor @ The Federal Health Department" Both calls were from Arab sounding men. How are they getting unlisted numbers??
