I am from the netherlands as well. According to the the internet the number 239 is an area code in the us. But the number +239 is from an african country.
For me it was also a missed call. I am afraid the purpose is to call this number so that they can earn a lot of money in a short time.
I had this kind of phone call before from a number beginning with +88
it's a number from Sao Tome and Principe, it's the intention that you miss it and when you call back you have to pay a lot money (it's a toll-number)
unfortunately I'm on a list and I receive this kind of calls from Bangla Desh too (about € 10 / minute if you call back!)

Do not call back, because this number then charges a high rate for just the sound of a porn movie
We have +88 aswell and getting complaints that more ppl from our company got calls from this number.
I blocked it in our switchboard zo nobody can call this number and we won't get charched
