Called my cell, Feb. 13, 2016. Left no message. This would be a professional con artist picking through several simultaneously computer-generated calls in search of easily confused people, such as some of our seniors. Your federal government, with a $4,000,000,000,000 annual budget, has accomplished nothing for several years in stopping this relentless, blatant, organized criminal activity.
This number caller called my cell phone. I do not answer any calls I do not know landline or cell phone. How do I report this illegal call to my cell phone?

Here are two pages of links to (mostly government) sites in Canada and the USA were you can report phone scams, or learn more about them.
Look here first:

If the reporting site you wanted is not in the above list, try this one:

The only real way to deal with creeps like this is to enter all the numbers you wish to accept (kids, parents, work numbers, friends, etc) into your cell contacts. Then when an unwanted caller attempts to call you, DO NOT ANSWER...especially if no name shows up. If it is that important they will leave a voice mail. Older folks think it rude to not answer..not anymore! If you don't recognize the number..don't answer!
