This phone exchange doesn't even exist; I've received several variants of these calls with the "180" and "132" exchange with the 240 area code.  Each time, there was no message left other than four seconds of dead air.  Most of these calls have occurred around the same time of these spam callers (with "real" numbers) promising free cruises or debt/mortgage relief, etc.
