Looks like a call to blare Ladies and Gentlemen to. Lowering interest rates is fictitious from anything named "card services". Just a phishing scam. Keep changing numbers for the card, ask lots of questions and they usually get mad and nasty and hang up. Be near a stereo with a loud song and that's all she wrote. This number has been calling my business line for a year now. Today they called my cell. Time to contact the Attorney General for both NC (my home state) and MD and file complaints. They are not supposed to call cells. "No no no, bad telemarketer, badboy". I have had good luck contacting Attorney Generals and suggest everybody do it. It works especially well if they call from the same number all the time. All the AG's have websites, it only takes a minute and it makes the telemarketers life hell.
Yes Card Services company call my land line almost daily. Very rude and hang up if you tell them to remove from call list. I just don't answer anymore but I hear their message on answering machine. I already registered with the "Do not call" registry never did business with this company. I placed a complaint with

Hope they get the message if many of us complain and it cost them fines.
