If Oakland Press is a real newspaper and you have told them to put you on their Do Not Call list, every call after that is worth money. Document the calls and file against the newspaper in small claims court. TCPA, Telephone Consumer Protection Act, IIRC it's worth as much as $1500 per call made after your DNC request.
I'm curious: are you now or have you ever been a subscriber to the Oakland Press?
Is your phone registered with the Do Not Call Registry?
The reasons I ask are:
If you have done business with Oakland Press, they have the right to call you even if you are on the DNC. However, if you ask them to remove you from their call list, they are obligated to stop calling you. The fact that they keep calling is suspicious.
Which is why I asked if you are registered with the DNC.
It's possible this is not Oakland Press at all, but a scammer using the faked caller ID info of Oakland Press, phishing for credit card numbers from people, under the guise of asking them to subscribe.
My theory (which is gaining ground in my own mind, at least) is that scammers are using valid names and numbers, faked on the receivers' caller IDs, to pose as legitimate companies.
If you've asked Oakland Press to stop calling and "this caller" keeps calling, there's a good chance it's not Oakland Press.
Have you tried calling Oakland Press from a number you've found on the web or some other reliable source? I don't see this number as one of their contact numbers, from their web site.
it is an independent company that is hired by the Oakland Press to solicit subscriptions. They are very annoying and they call from a number of different phone numbers and it's impossible to get rid of them. I just keep blocking the numbers each time they call.

I quit OP because I paid for 48 Sunday "issues". Started the first week of March, the last week of November they said my subscription was over. The next week I signed up for the Freep who charges by the week and I get the paper x3/wk for just a bit more than OP charged for the single Sunday paper. Til they changing their billing I'll be reading the Freep.
