Have received dead air calls from this number almost everyday for the last 2 weeks...who is this?

Dead air calling on a daily basis

surely one of the more inept telemarketers around.
answer, get a few clicks, then a dial tone.

Many calls in the last two weeks, sometimes more than once a day,  dead air - or, if I say "Hello" and wait, which I did twice, get a recording, male voice saying "This is a SHORT survey...." at which point I hang up.  I'm on the do not call list, but I suppose that does not include surveys.  First call from them was not identified on caller ID but after that first day, caller ID said "Public Survey".

I get called three& four time a day. I'M SICK and have a hard time getting to the phone
