Called to verify time Warner cable, hard to understand, scam

I wish they would stop harassing me!!! 2 calls within 3 hours!!! I can't even understand what they are saying!!! What happened to the do not call list??!! Isn't it a fine of $30,000 from the FTC for each call a telemarketer makes when you are on the list? I've been on it forever!!!
