Most hospitals that I know of have assistance programs for help paying the bills. You have to ask for the paperwork though in most cases.

Got a message from this guys saying he can flip money for me. I need extra money for a cancer procedure and I was desperate. Sent him the moneygram of $100 and he told me to send it to James Gulley of Michigan, USA.

You can try to report him to the DA in the city he operates out of, but I have a feeling your $ is gone. I did a web search and on Tally Flips and on Flip Scams and see Flip scams are active in social media like instrgram.
Please, do not send this guy any more money. He is likely to ask you for more. I looked at his page, that has to be against the instagram rules - I am not a member, not sure I can report him, but if you are, you should make a STINK. How did you find this guy? If someone you know passed you the name, you need better friends.
$200 gets you $2500? In an hour? That is a just slightly unbelievable. Over 1000% in an hour? If you need extra $ for hospital expenses, there has to be a better way than flushing the money you do have down a rat hole.
Things to remember about loans offered by phone or e-mail or other electronic media: (Pay attention to item #4!)

1. No reputable lender will lend you money over the phone.
2. No reputable lender will lend you money by e-mail
3. On-line lenders are nothing more than conduits for another loan scam.
4. Advance fees for loans are always illegal. At least in most American states.
5. If you want to borrow money, go to an established brick and mortar lender that has been around awhile.
6. If you receive a call from someone with an Indian accent either a. threatening you or b. offering you something, you know it’s a scam and you should hang up immediately.
7. These people are predators, the calls are not random, they have information that they have bought from various sources and know your financial history. If you have ever taken out a pay-day loan, they have all your information. They know who they are calling. They like to pick on women, single mothers, the elderly and sometimes members of the immigrant community. Also, those who might be in financial difficulty.
