I received a call from this number, looked it up and it goes to a Betty Eaton.... Hung up when I said hello, then when you try to call back, it doesn’t let you call it back.... SPAM

I took a call from this number just now, and the recorded voice said she was calling on behalf of "Consumer Services" about my credit card (no bank or # specified) with an offer to reduce my interest rate.  But (of course) my "eligibility expires today" and I should "consider this [my] final offer."  I hung up.
