Call from 251 947 8996 no voicemail. Busy when try to call back

they called my cell and didn't leave a message

I've had the same number call my mobile phone several times in the past month.  I tried calling back from another phone it is always busy.  Rule of thumb, if you don't recognize a phone number let it go to voicemail.  If they don't leave a message it wasn't important.

Got the same call, no answer, but been getting alot of car warranty calls lately.  I thought this wasn't allowed.
