Don't live in Pitt County NC, never have. Why are they calling?

I DONT KNOW WHO THIS NUMBER IS BUT I WOULD LIKE TO KNOW THE KNOW OF THIS PERSON CALLING MY PHONE

I received a call from this number and it was Pitt County Community Schools.

I don't know who this number is. Someone is calling me from this number.

I also received a call from this number 15 minutes ago.  The message was they were calling from Child Welfare Services in North Carolina, and was looking for someone.  If I would call the number back to let them know they have the wrong number.  I called back, and the recording said the number 3898 was a government code for our protection and not to leave a message, that if it was important they would call back.  OKAAY.
