Any 911 operator calling because of hangups for calls to 911, will leave a message but it also shows in the caller ID who it is! And they call immediately after the hangup, not some other time.
I received a call at 5:36pm today from this number with the caller ID of "Not Available".
These are just scammers, no different than the other 500 calls per year I get from scammers.

I received 1 call from 253-000-0000. I chose not to answer it. It's most likely a made up # created on one of the free apps offered by Google Playstore designed for bored [***] to call or text a person that has their number blocked. It's their way "in". Example, if there's a restraining order on the caller, the free "spoof number" call/text apps that are offered for free at the Google Playstore give the harassing party a way to continue harassing without being caught. You can probably trace the IME # of the 253-000-0000, but if the person is thorough, Google offers free apps to change the IME number too. These kinds of apps shouldn't be in existance.
I also received a call 4 times in a row from this phone number. I kind of find this a little wierd that no message is left. But I will keep researching this number.
If your phone made an accidental emergency phone call on more than one occasion then its probably the police or emergency helper people trying to call you back
