I just got the same call. Glad I googled this before I wasted my time calling them back. I figured it was a scam and wanted to be sure. It's scary that they know my address. I did apply for a loan recently, they must get their information that way.
I got a call today. Also that I was granted $700i0 as a demographic result of bla bla. they gave me a conf number and a call back to financial dep. I called and the said they were the FInancial Treasury dep. that the money was for me but first I had to buy a 4.50 green dot package. Right there I said I wanted everything in writing. The could not do it.
I told him that if you get money you are not supposed to pay to ge it. we went back and forth with this but obviosuly is scam.
It should be reported!!!!! I hope it helps others.
Also it appeared a 24 number in the caller ID.
Nobody answers this number last three days so I think maybe they caught him or perhaps he's on vacation using all the money taken from those who actually fell for this rather poorly dreamt up scam. Indian or perhaps Bangladeshi, my money is on the latter as we have many of them in my neighborhood and have had many problems when money is concerned with the Bangla I have dealt with. (I fix computers and one guy I leant my machine to while I fixed his and he tried to keep my machine, no good deed goes unpunished huh?) anyway there's another group or offshoot of this one who called me and said I have a $7000 grant and to get it I had to buy a green dot money pack and upgrade it for $200 so that I can get that much money on it. here's that number: (202) 684-6981 I believe there's a very special place in hell for people who steal from the poor. Here's a letter I send to those types whenever they email me with a scam, (you are welcome to copy it and use it too if you like it:

On the other hand, if there is no God, Devil, or Hell in the afterlife; then you might expect to be re-incarnated as a pretty young girl in some horrible country like Nigeria, where you will be gang raped on a daily basis until you are scarred and ugly and left with fifteen or sixteen ugly children to support Being so repulsively ugly at this point, and having only prostitution as a source of income; you will have to suck twice as many filthy diseased [***] as the other prostitutes just to scrape by... Helpless, hungry, and alone with AIDS, you will die a very slow and painful death in your mud hut with a leaky roof because you can’t afford any medicine to ease your pain. Your body will be tossed out with the garbage to be eaten by hyenas and vultures while your children secretly rejoice at your demise.
We have received 4 calls from a foreign speaking person offering us 'grant' money. The first grant money offered was $10,000; my husband called the number. Was disconnected by accident, so he waited for a couple of hours, then called the number again. He was then told not to call the number again. This morning we received another call from this scam. This time, they offered $9,400. My husband wasn't home, I didn't want to make the call, and was told I MUST call immediately when our call ended. A few minutes again, I received another call. This time the amount is $7,000. I asked why the different amounts. The caller spoke little english, so our conversation was poor. He didn't seem to know about any other calls with varying amounts of money. This is a scam.
I recieved a call saying I had a $7000.00 grant and I should go to the nearest western union and get it. The caller also said all I needed was my id and a green dot card loaded with $160, n he said once I called and gave him the green dot info he would stay on the phone with me until I recieved the money through western union....I was giving this number to call back when I was ready (2532058337) ext. 204....
