Someone from this number 253-245-3168 ( larry thompson ) called and said ive been picked to receive a grant for 7,000 in which i will never have to repay but i needed to pay them 230.00 for a registration fee. Sounds fishy to me. He said it was from the us government .

This is known as an advance fee scam. Never pay money to get money. You will also never be cold called to tell you you've received a loan, prize, lottery win, Government Grant, or a contest that you never entered.
