got robocall on my cell from 253-246-8509 caller ID said "UNKNOWN NAME" on Monday 01-20-14 @ 1116 AM.

Where are you getting "90 days"? The grace period for sales callers to scrub new federal DNC registrations is 31 days. It's right there in the FAQ you're supposed to read at registration time.

The same document also tells you that number registration is not a magical shield and not a sentry on duty. Scammers with autodialers will call you if they can't be found and sued, which is the current state of the problem.
All said, the credit reprice scam calls were *already* illegal before you registered. The fools who place those calls make misleading claims and swindle people, and their cold calls are prerecorded. Those actions violate the Telemarketing Sales Rule, the engine behind the DNC registry.
Calls from fraudsters have nothing to do with the do not call list. Crooks could care less if people do not want to be called. The reduced interest rate call is one of these. Robo calls are illegal.
