they also called me saying i owe for services rendered on a Comcast bill they said was for 2013 i hung up called Comcast and they say its a scam i knew this because i always over pay my bills and never late

its a debt collection agency. They bought and now own rights to your debt. They will not stop calling until the debt is settled. They are not (unfortunately) doing anything wrong. Either ignore the calls or change your number....
I have no debt and nothing in collections, yet my husband keeps getting calls from this number. Called it back and immediately got put on hold (automated) and then nothing.
