I just received the same call (recording) about lowering my credit card rates (10:48 PDT) - same as everyone else. I hung up before the recording finished. What I don't like, however, is that they called my cell phone and that number is on the do not call list... I live in Washington and recognized the area code otherwise I would note have answered the call. Will definitely be filing a complaint.
