Yes, it is spooky. The guy told me he was calling from Saint Louis, but somehow it was apparently really a local call. Not sure what the truth is, but I believe he was a telemarketer for a charity. Maybe he said American Veterans, but I don't clearly recall.
i mean, do i really need to call the FBI about this situation? ive been getting more calls and seeing more forums like this from even my cell phone. what is this about? am i being monitored? my caller ID says its a local call, but the number is not local AT ALL! i dont feel safe anymore, im going to live under a rock...but im sure they would still be able to annoy the KCUF out of me!

This number is provisioned by Level 3 Communications, and as a VOIP line, the calls can originate from anywhere. Level 3 is a big operation, and they do have legitimate customers, but they also seem to be very popular with collection agencies and scammers.
I suggest keeping a log of nuisance calls for a period of time (date, time, call contents) and then contacting Level 3's abuse department. Their web site is, unsurprisingly, <http://www.level3.com/>
Just remember Level 3 IS NOT CALLING YOU, they are just a phone company. But if you are polite, and can document the problem, they may be helpful to you (or not).
