I picked up the phone and there was background noise--- like someone was in a large group of people speaking a foreign language.  Finally someone said "hello ma'am".... I hung up.  Not sure who it was, but it should not have taken that long for someone to speak to me unless they were robo-calling a large number of people at the same time and then speaking with the first that answers.
