I assume based on the posts here that you are receiving unsolicited (cold) calls from this number?  I often find unsolicited calls to be a very negative predictor for the possibility of a good outcome.

The number is provisioned by Level 3 communication and appears to be a VOIP line, so the calls can potentially originate from anywhere on the world.

There is a website at the domain topbridaldress (dot) com, and the site lists the phone number in question as their contact number.  On the surface, this is a positive sign.

Here is where things start to get interesting.  The site is hosted in China at 221.133.243.245 .  Two of the four nameservers are in China.  The domain was created in September of 2008 and last revised on April 13 of this year.  The fact that this is not a brand new domain is also a positive.

Here is my personal opinion about all of this, FWIW.  I would speculate that this is a U.S. front end for dresses being manufactured in China.  I did find some reviews about them on one site, but frankly, to my eyes they read like shill (planted) posts, so I personally would dismiss anything that they said.

I always run in the other direction when someone cold calls me with something to sell.  I am also pretty skeptical about something being made to order on the other side of the planet, in a country where sweatshop labor and questionable ethics are common.  This is especially true about such a unique and personal item, about which hopes, dreams, and emotions run high.

Possibly, you can get a great dress at a bargain price from these folks, but my personal expectation would be one of shoddy merchandise, a "take it or leave it, but we've got your money" attitude, and a generally unhappy outcome for the most important piece of clothing on your most important day.

But it is important to say that this is just my personal guess, based on my own life experience and judgements.  I could be completely wrong in my speculation.

If you decide to do business with these folks (or anyone else - I'm not picking on anyone in particular), get everything in writing.  Make sure your contract covers what you expect, and what your recourse is if the dress isn't what the contract specifies, when the contract specifies.  

And keep in mind that no contract will guarantee you a satisfactory dress on the appointed day, it simply gives you recourse in the courts after the fact.

I favor patronizing local businesses whenever possible, but perhaps the labor intensive nature of bridal dressmaking has made this kind of arrangement the norm.  I truly don't know.  Do your research, and don't let anybody (regardless of who it is) get you to sign until you are sure you have made the right choice.  BE CAUTIOUS.
