The DNC list does work. The insurance, photography, and time share sales pests have stopped calling.
Most of the calls we get these days are from outside the US, out of reach of US law enforcement. In most 3rd-world countries scamming dumb Americans is not illegal. The American Do Not Call List law can't be enforced on callers from outside the US.
