Called about 5 minutes ago. Since I don't know anyone in Philadelphia, I didn't answer.

He said he was calling for the FOP,  can someone please make them stop..

Just block their number. Then the problem is solved.

How do you block a number?

You can do it through your phone company by dialing the * and some digits - but be aware that this costs 50 cents a day and the service will stay turned on until you turn it off.  And it can be difficult to get it successfully turned off.  Better to buy a phone blocking device from Amazon (or wherever) for about $40
