There is nothing that stops anyone from intentionally, or accidentally, dialing your number.
You haven't disclosed how long you have had your cell number.
Did the caller mention your name?
If not, then they are simply dialing a number, hoping to a gullible person answers.
Criminals often have more than one "phone number" that they can make calls from, so it's no surprise they might try calling your number again with another line.
As you don't say the caller mentioned your name, your blaming of your cell service provider for what criminals do is a stretch.

Someone calling stating I could lower my payments on my auto insurance.. definitely a scam.

I said hello twice...silence and then they hung up. Said it was from Benton harbor Michigan, I answered because I have family in the area :/

I keep getting these too from the same number and I have family in the area they call every day

Caller said he was Jason from the National Insurance Foundation.  I hung up.
