Who is it, never there when I answer , no answer when i call back

I have the feeling that this is an automated polling call for a debt collection agency - although I have no proof.  I have been getting debt collection calls since I received my cell number even though I am debt free.  I think they call on your number to determine whether or not someone actively uses it.
