Called, unknown number

I received a message on July 13, 2016 from this number stating that I had to return the call because of something to do with tax fraud and if I didn't call back I would be arrested

I too got a call from  this number stating the same thing, on the 14th of July.

I keep getting a call from this # but never hear a recording or anything, I say hello and call drops; then they call right back and it the same thing
