Just filed a complaint with the FTC.
It is a scam they are using scare tactics to get you to send money.

So they can stop these scammers.
This number keeps calling to say that we are going to be served. We got the same call about 6 months ago and nothing happened. They can't even tell you what it is for or when a bill was due that was sent to collections.
