The idea, here, is to share useful information. At least two of us, now, have gotten calls from this number. I, too, would like to know who's calling, but wouldn't post anything like "stop calling," or "they called at 1:45 p.m. 7/21/12" (which they did) or anything else which wouldn't help someone else understand who they are, or why they're calling.
The infrequency of postings, and the apparently local (Alvin, Texas) nature of the calls, suggests this is a limited campaign. On another site, there is mention of "Same message and voice as last call . . ." but that's pretty useless, since we don't know if the voice is male or female, human or computer generated -- or what the message was!
If I'm able to find out more, I'll come back and post what I learn.
And, I won't only put it here. I'll put the information on a document from the local J.P. which I'll then file in Small Claims Court, because of telemarketing violations. LOCAL courts have jurisdiction, regardless of the origin of the calls; another city, different state, or even a foreign country; they all have to account for themselves when they are sued in the place where the phone rang. If more people took this step, and fewer people simply came to 800Notes, whined, and went their way, we could put a huge dent in hang-up calls like this. And, put a dent in their wallets while putting some cash in our own.

I just got off of the phone with 281-245-0966. A young lady called and said that she is with my "electric company". She did not say the name of my company. I assumed it was a solicitation from another light company so I said I'm not interested in switching services and I was about to hang up when she said this call is not about that and would not be discussed in the call.
She said that I am receiving a credit on my account and she wanted me to go get my bill so she could go over my information. I told her I didn't think so and that I would call my electric company myself. Something about the way the call was handled and her attitude made me feel like something wasn't right. I don't think my light company would ask me to go get my bill either.
I called my electric company and confirmed that they are not affiliated with this phone number and that any representative would have identified themselves as being with my company and would not have to ask for my information. Anyway, I typed the phone number in google and found some references like yours and I'm glad I didn't just go over any information with her. Hope this information is helpful.
