They are in fact a debt collector, They called and left a voicemail saying I was the number listed on an emergency contact so I called back spoke to a Sylvia  Corey. Who transferred me someone that said they were the "Fraud Division" I asked what was this in regards to and it was a call regarding pending charges for Check fraud etc and two other charges I cant remember. I asked from who and asked what there company was called and where they were located she refused to give me this info. I finally got an address 1201 Franklin St Suite 600 Houston TX. This is a legit address for the county court. HOWEVER upon calling the operator said there closed and no one is there. I also called on this so called debt. The debt is real but the collection agency is not. They are also affiliated with 2813105491. They are crooks and should not be allowed to make threats like me being arrested and my drivers licence being revoked etc. I have already contacted my attorney and will be sure to file a formal complaint watch out for them.

Same thing happened to me today from the same name Sylvia Corey same phone 281-310-5498 except she left a voicemail stating my number was listed as an emergency contact for someone other than me and for me to have this other person who I know call her back immediately still sounds like a scam either way I just filed a complaint with the Federal Trade Commission.  I will not be calling this jerk back.  Glad i found this post though so i know i am not the only one Thank you

Technically your going to be filing complaints with the same people you would for a legit company with the exception of maybe filing a complaints with the FBI at IC3, the cyber crimes division of the FBI.

To File complaints FDCPA/TCPA violations:
Your State Attorney General
Their State Attorney general
www.naag.org (you can find your state AG at this link).
https://www.ftccomplaintassistant.gov/#&panel1-1

http://www.dmlp.org/legal-guide/recording-phone-calls-and-conversations
Also with the BBB and follow completely through with it.

Seek a FDCPA/TCPA Attorney if need be.
***A company must be licensed in their state as well as the one they are trying to collect in if two different states are involved.

Some Tips:
*Keep all messages
*Take a picture of your Caller ID
*Keep any and all conversations recorded to your states recording laws, some require they be told, others do not. This can be transferred to a recording device.
*Keep a notebook handy for writing time, date, who you spoke with and what the conversation detailed.
*Check your SOL for your state as well.
*Attorneys need to be licensed as a DC to collect, all DC's must be licensed in their state as well as yours if different.
