Yes it's the Texas Highway Patrol asking for contributions because the state budgets don't give them enough or it's a fault of THP bean counters that cut the budgets prior to submissions.  No matter it's no different for school teachers that have to buy school supplies for students and class-room projects because administration, local and state beaurocrates only are out to make money for themselves, friends, and relatives off the backs of the TAX payer!!
