Who called from 2814970767

Just got a call - saying that someone from my number sent a text that was not received properly
Talked very fast, (in english) but very choppy voice.

More Info - Started the converstaion "who is this" -

Phone number is a "ghost" much like a computer proxy for outgoing calls.  Phone will ring but never answer.  This is the Houston Police Department's Burglary and Theft Division.  Best thing is to wait for a call back or call the Division switchboard - (713) 308-0900

Says they r hpd when call but calls back no answer just rings n ring so whats really going on.

Received a call form this number said they were from the City Of Houston legal department and i had to appear in court but when i call the number it just ring so i called City Of Houston and they have no record of me or any cases open.
