Who called from 2815460307

I did not answer the call but hung up on it.  I called the number but from another phone and was told this was not a business and the call did not come from him.  Not long ago I received a call that showed the call came from my phone.  A friend says this has happened to him also.  How can people make calls using other people's  number?
