Received a call with voicemail to press 2 to be put on the no call list, I called the number
back and it belongs to a Construction company, the man told me hasn't placed any calls.
I believe his phone was hacked, and told him I blocking the number, since we don't know
each other.

Called AT&T about the phone number that actually belongs to someone else. He said it's
telemarketer using ghosting, where they can make it look like the call is coming from another number. He suggested Don't Answer when it's not among contacts, then block it.
