Who called from 2818539084

I get emails from a person who has this phone number as the contact phone number.

I am receiving text message from this number.

Received a phone call this morning from 281 853-9084 claiming to be a debt collector.  Asked for a person that is not me.  Gave a case # and the name of Kevin Garcia as the person calling.  This is harrassment, and I would like to know what recourses I have at my disposal.
