This number called twice in a week as "Plant Test TX". The second time I broke my rule and answered it to see if they were really the phone co. NOT. A recorded message from a woman running for Harris County judge.
Keep getting calls from this number. They don't leave a message. Caller ID states "Plant Test TX," which I read is used by phone company service techs when installing land line phones, to identify the number of a line. The thing is, techs calling this number should reach an automated announcement identifying the phone number of the line, and not the residence. I called the number, and "call could not be completed as dialed." I think I'll call the phone company before I block the number. I think it's a fake ID.
I found this posted in another forum here:

they called once did not answer---called again--answered---it was some [***] talking on a recording about some item on the Houston Ballot . they were still was on line after hang up--answered again and the same [***] of a state senator on the line with the recording that I could not kill or block with my blocking equipment. I called back no such number. This clown has some type of equipment that took over my line for over a minute.

Number on called ID was 281-959-7063. A recording saying there are two new programs for US residents with less than $10,000 life insurance at very low rates ... blah, blah, blah.
