This number is used by a guy calling himself Joe and he's what they call a "catfisher".  He contacted me via a dating website and spent a lot of time emailing, chatting and texting with me.  He said a couple of things that didn't add up so I started an Internet investigation and found out he's using at least 2 other peoples identity.  It would appear it is to get close to a person and most likely ask for money down the road.  His approach was textbook catfisher, almost word for word.
