Similar nonsense. A recording not only offering help with my car warrenty but claiming I was sent a "final notice".
They do not say which company they are. Calling back first gave me a busy signal then a recording saying the number couldn't go through as dialed.

No, I've read that blocking doesn't work with these. It only confirms that they've reached an active number.
