I also received this call and I called the man back and he told me it was the IRS. I told him he state he was an officer and he hung the phone up. Be aware of him....
Just got a call from this number. Foreign accent (possibly Russian) so thick, it was difficult to understand. Caller claimed to be Officer John Parker with the IRS. He knew he was talking to an answering machine, and demanded that I or my legal representative call him back on a very important issue. "If you do not return my call, the only thing I can do is wish you a very good luck as the legal issue unfolds on you. Have a nice day." Took me a couple minutes to stop laughing over this truly ludicrous SCAM. The IRS will never call you. They send letters.

Got a call from this number. Foreign accent (Eastern Europe)) very thick & loud - plus I think he was drunk - makes sense as making calls like this would strip you of any dignity. Kept fading in & out, heard ".... officer......I or my legal representative call back.... At the end & a little more clearly, just like the previous post stated: "If you do not return my call, the only thing I can do is wish you a very good luck as the legal issue unfolds on you. Have a nice day." Could be a prank, most likely a scam.
Report the Calls to the real IRS here:
•report the incident to the Treasury Inspector General for Tax Administration at 800-366-4484.
•You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $50.00 or so.
