I answered and got no response.

received a call from 301-232-0073 , I answered and he said can you hear me, I responded yes and he hung up?

same thing happen with me.  He garbled his name and then asked if I could here him. I said no, repeat yourself. After a couple of unsuccessful attempts to get him clearly id himself i hung up.
