tried to call back number and it says that is it a non working number.

Number has  appeared on my caller id several times.  Party never  leaves a message.  I returned the call today and a recording came up saying to dial the extension of the person I was trying to reach or hang on.  I hung up.

My understanding this is about a rate locking for gas prices.  not sure but i've gotten the call twice and missed it.

yup, something about gas bill, guy hung up pretty quick when i started asking why he'd call me .
