yes, I got the call, too..
strangely caller does not mention what CESC is or what the message is related to except says that it is emergency.
There are thousands of abbreviations in today's time and CESC search on google returns many links (montgomery county CESC nowhere neat the top)
I hope administrator are reading this and can give little more information in their test emergency messages than just one liner. looks like they are just check marking on their list of things to do..
