Yes, it IS a scam because the police fund gets only a very small amount of the funds donated.

'3456' is obviously a spoofed number.  I guess that the company uses a spoofed number for a few days and then spoofs another.  It is probably useless to try to block them.

What is the criteria by which you have determined this number is obviously spoofed?
Consecutive digits?
