I talked with Washington Gas pertaining to such calls. They informed me that IF I should get a call from them, specifically, that the name WASHINGTON GAS and the number 703-750-1000 would appear on my caller id. They also informed me that I could go to their website and see the names of other providers of natural gas to the region.
Perhaps, this is a spoofed number. It is easy to spoof a number that is "not in service" or disconnected.
I received a call from this number but didn't answer in time. I called it back and a recording said the number I have dialed is not in service. ??? how can that be when it just called me?
