He uses the 703-919-1962 number to send text messages saying you're under surveillance by the Fairfax County Police Department.
Subsequent texts will say he's got your address and that you might want to stay in the house.
He also calls repeatedly, sometimes blocking the number, to yell irrational threats in, shall we say, ebonics. (Example: "How you know I ain't da PO-lice?" followed by "You da b!tch dat owe me money" in the next call.)
