received several call from this number advising that I owe the IRS the person provided badge #94000290 tried calling back but they hang up when I ask about company
This number called me saying something about I owe the irs thousands of dollars, and I dont, they were threatening me with warrants for my arrest if I didn't pay them at least 500$ today. I was asking them questions about my addresses because I've moved and if it WAS the irs they wouldn't have to ask I pay taxes at my current address. He wouldn't elaborate at all just threatened me with the police.
There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

they live in ashton marryland. but I can't getadress without paying for information on reverse phone look up. the closest number to 301 for IRS of Maryland is a 756. report number to authorities so they get caught for fraud.
