Called  my cell and hung up. I don't answer numbers I don't recognize. I really am fed up with unwanted calls. What is the do not call registry for?

I answered hello and they said "Hello, this is heather with account services-" and then the call cut out. No company name was stated. Obvious ploy to get me to call back and pay for a expensive call. Scam.
