Let's see if I can answer some of your questions - or at least fill in some of the blanks. The Washington Post did a series of articles on these scams, that use various names - such as _____State Police Association, Deputy Sheriffs Association, Fire Chiefs Association, Deputy Fire Chiefs Association, etc. etc. ad infinitum, ad nauseum. Actually, they are usually some schmuck, probably using a laptop in his parent's basement. Research has shown that at least 80% of the money collected goes for "administrative expenses" (meaning - in the schmuck's pocket ) . The remaining 20% may be - someday, maybe paid to somebody for something. As far as I know, nobody has ever REALLY determined that these "charities" are legitimate, and, even if they are (highly doubtful) just exactly what they do with the money that actually do - someday, maybe receive from somebody. Long story short, it's just a scam, masquerading rather badly as a charity. Do not contribute to this fraud. Hope you find this helpful
