recieved the same as above stating to call mrs martin between 4 and 830 pm who is this?

I received a post cre stating " Recently you received a notice explaining about how they (who?)have been unable to reach you by phone and would appreciate a call" and it also stating for me to call Mrs. Martin between 4 and 830 pm during the weekday and Saturday morning from 9 am to 1 pm.

Any idea??

i reciver a call stating they want to test the water for levels of stuff
it tase fine to me if it needs tested the city can drop me a line
