I've received this recording several times -- the man doesn't sound like a recording because he starts out with some kind of apologetic interruption as he reaches for something, then he mumbles something about meaning to call me about his contracting business (carpetting?). Then I hang up. It's so annoying.
This is a caller identifying himself as "Don" with a pathetic apologetic delivery/voice. He sounds southern (The Carolinas?) and offers the BEST carpet cleaning. I have heard this guy's voice overs associated with other "businesses" messages. I am on the DO NOT CALL REGISTRY and still received these calls. When you try to call the number back, it goes right to Verizon's voice mail system. I can't be sure, but it sounds like this guys messages are being forwarded from a voice mail box through Verizon. Tricky.
1) Report the calls to the FCC here: https://esupport.fcc.gov/form1088/consumer.do The FCC enforces the Telephone Consumer Protection Act (TCPA); the TCPA forbids both unauthorized prerecorded telemarketing calls to residential land lines and autodialer (predictive) calls to cellphones.
2) Sue 'em. Whether you received only one illegal call or multiple calls, the TCPA gives you the right to sue for damages to the tune of $500 per call. You can file suit yourself (usually in small claims court) or retain a consumer law attorney who will take care of it on your behalf. Many times, by the way, the telemarketer settles out of court.
I'm also getting calls under this name from 301-877-0814. Haven't caught him yet; he keeps getting my machine and hanging up, but his name keeps popping up on my call log. Very strange.
